{"id":4583,"date":"2020-09-04T14:50:31","date_gmt":"2020-09-04T07:50:31","guid":{"rendered":"https:\/\/helpagevietnam.org\/?p=4583"},"modified":"2022-05-11T17:59:31","modified_gmt":"2022-05-11T10:59:31","slug":"the-prime-minister-approved-the-project-to-replicate-the-model-of-intergenerational-self-help-club-until-2025","status":"publish","type":"post","link":"https:\/\/helpagevietnam.org\/en\/news\/2020\/the-prime-minister-approved-the-project-to-replicate-the-model-of-intergenerational-self-help-club-until-2025\/","title":{"rendered":"The Prime Minister approved the project to replicate the model of Intergenerational Self Help Club until 2025"},"content":{"rendered":"\r\n\r\nOn August 31st, the Prime Minister issued <a href=\"http:\/\/luatvietnam.vn\/chinh-sach\/quyet-dinh-1336-qd-ttg-2020-nhan-rong-cau-lac-bo-lien-the-he-tu-giup-nhau-190023-d1.html\" target=\"_blank\" rel=\"noopener\"><b>Decision No.1336\/QD-TTg<\/b><\/a><strong>, approving the project to replicate the model of Intergenerational Self Help Club until 2025<\/strong>. This is the next stage, following the\u00a0Project to replicate\u00a0the ISHC model in the\u00a0period of 2016 &#8211; 2020, according to Decision No.1533\/QD-TTg\u00a0signed on\u00a0September 2, 2016.\r\n\r\nWith this new Decision, the Government sets a target to effectively promote the ISHC model\u00a0in order to maintain and continue the replication of the Clubs, encourage the participation of older people, as well as the\u00a0Associations of the Elderly, all levels and\u00a0branches of the government\u00a0and communities in\u00a0improving\u00a0the quality of material and mental life for older people; health care, poverty reduction, contributing to building\u00a0new countrysides and civilized cities\u00a0and protecting the interests of older people. In terms of quantity, the target is that <strong>by 2025, at least 95% of the provinces and municipalities in the country will have ISHCs in their communities<\/strong>; <strong>At least 3,000 new clubs will be\u00a0built with 150,000 new\u00a0members, of which more than 100,000 are older people<\/strong>. The Decision also directs the focus of the replication efforts to remote\u00a0and mountainous areas, regions with ethnic minorities and\u00a0regions with difficult socio-economic conditions. In addition, it is necessary to maintain and improve the quality of operations and manage 100% of the ISHCs\u00a0built in the period of 2016 &#8211; 2020 and the newly built Clubs. In terms of quality, <strong>the ISHCs should\u00a0strive to ensure the composition of membership<\/strong>\u00a0(each Club should have 50-70 members, of which 60% &#8211; 70% are women, 60% &#8211; 70% are older people, 30-40% are young people, priority is given to people with difficult circumstances); <strong>At least 70% of the Clubs should be active in every fields\u00a0and are well managed so that at least 50% of their members can get loans for income generating\u00a0activities, all members are entitled to improvement of\u00a0physical and mental health, raise awareness, knowledge and protect their rights; 100% of the Clubs should have a\u00a0fund for income generating\u00a0activities and an operational fund which is managed by the club themseves\u00a0in accordance with the regulations.<\/strong>\r\n\r\n<figure id=\"attachment_4026\" aria-describedby=\"caption-attachment-4026\" style=\"width: 800px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-large wp-image-4026\" src=\"https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-1024x683.jpg\" alt=\"\" width=\"800\" height=\"534\" srcset=\"https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-1024x683.jpg 1024w, https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-300x200.jpg 300w, https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-768x512.jpg 768w, https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-1536x1024.jpg 1536w, https:\/\/helpagevietnam.org\/wp-content\/uploads\/2022\/02\/Vietnam-06342-2048x1366.jpg 2048w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption id=\"caption-attachment-4026\" class=\"wp-caption-text\"><em>The ISHC helps older people in their\u00a0income generating activities<\/em><\/figcaption><\/figure>\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nThis is clear\u00a0evidence to show that the Government has recognized the effectiveness of the ISHC\u00a0model in improving the quality of material and mental life, actively contributing to health care,\u00a0eradicating\u00a0poverty and\u00a0increasing\u00a0income, promoting\u00a0social participation and protecting the interests of older people. The strength of the ISHC model\u00a0is that it covers many fields of\u00a0activity\u00a0to meet the diverse needs of members and communities, bringing positive changes in all aspects of older people&#8217;s life\u00a0today and tomorrow, contributing to raising\u00a0the voice of\u00a0as well as including the participation\u00a0from the beneficiaries themselves. The rapid\u00a0growth in the number\u00a0of ISHCs\u00a0(nearly 3,000 in June 2020) shows that the model has met the needs and aspirations of the people in general and of older people\u00a0in particular, is approved by the Association of the Elderly and\u00a0is supported by local authorities. That is also the reason that<strong> the ISHC\u00a0model\u00a0<\/strong><a href=\"https:\/\/www.ahwin.org\/helpage-vietnam-ishc\/\" target=\"_blank\" rel=\"noopener\"><b>won the Grand Prize in the Healthy Aging Prize for Asian Innovation\u00a02020<\/b><\/a>,\u00a0organized by the Economic Research Institute of ASEAN and East Asia (ERIA)\u00a0and Japan Center for International Exchange (JCIE)\u00a0under the auspices\u00a0of the Japanese government.
